A. Brief History of the Establishment of the ULTKSP Team at FKH UB

Universitas Brawijaya is one of the State Universities (PTN) in Indonesia that, as an educational institution, is obliged to provide protection for personal integrity, honor, dignity, and the right to safety for the academic community and educational staff within Universitas Brawijaya from threats and practices of sexual violence and/or bullying. To uphold this commitment, the Rector of UB issued Rector’s Regulation No. 70 of 2020 concerning the Prevention and Handling of Sexual Violence and Bullying. This regulation mandates faculties as the technical implementers, as stated in Chapter 1, Article 1, Paragraph 10: “The Integrated Service Unit for Sexual Violence and Bullying, hereinafter referred to as ULTKSP, is a unit that functions as an integrated service provider for victims of Sexual Violence and/or Bullying, managed by UB and implemented by Faculties, Postgraduate Programs, Vocational Education, and Off-Campus Study Programs.” Additionally, Chapter 6, Article 16, Paragraph 1 states: “ULTKSP is located at Faculties, Postgraduate Programs, Vocational Education, and PSDKU.” This provides a clear directive for the Dean of the Faculty of Veterinary Medicine, Universitas Brawijaya, to allocate a dedicated space for counseling facilities for the academic community of FKH UB and to issue the Dean’s Decree No. 28 of 2022 on the Appointment of the ULTKSP Team with the assignment period of 2022–2024. Below is the structure of the ULTKSP Team, which is ready to serve the entire academic community of FKH UB regarding issues of sexual violence and bullying.

The Integrated Service Unit for Sexual Violence and Bullying (ULTKSP) is a unit that functions as an integrated service provider for victims of Sexual Violence and/or Bullying, managed by UB through the organization of prevention and handling activities in a comprehensive, multi-aspect, cross-functional, and cross-sectoral manner.

B. Scope of Sexual Violence and Bullying Activities

1. Sexual Violence is any act that degrades and/or attacks a person’s body, sexual desires, and/or reproductive functions, through violence or threats of violence, whether physically or psychologically, or contrary to a person’s will, as well as in a state where the person is unable to give free consent due to vulnerability, inequality, or dependence based on gender, which may also be influenced by social status, resulting in or potentially causing physical, psychological, sexual suffering, economic, social, and/or cultural harm to the UB Academic Community and Educational Staff.

2. Bullying is the process, manner, or act of a person using force to hurt or intimidate someone weaker repeatedly, compelling them to do what the perpetrator desires.

C. Objectives of the Establishment of the Sexual Violence and Bullying Service Unit

1. To uphold human dignity and values at UB and protect the Academic Community and Educational Staff from all forms of Sexual Violence and/or Bullying.
2. To prevent the occurrence of Sexual Violence and/or Bullying against the Academic Community and/or Educational Staff at UB.
3. To provide services, protection, recovery, and empowerment for victims by ensuring appropriate steps in preventing and handling Sexual Violence and/or Bullying involving or affecting the Academic Community and Educational Staff at UB.
4. To implement an anti-Sexual Violence and/or Bullying program at UB based on gender mainstreaming, rooted in Pancasila, values, and UB’s identity.
5. To foster support and acceptance from families and the UB community towards victims.
6. To encourage multidisciplinary academic development related to the prevention and handling of Sexual Violence and/or Bullying.

D. Services Provided by the ULTKSP Team

1. Services for Victims of Sexual Violence and/or Bullying.
2. Actions against Perpetrators of Sexual Violence and/or Bullying.

E. Procedures, Service Duration, and Costs

2. Initial services are provided to those requiring urgent attention, with a maximum response time of 3 x 24 hours after ULTKSP FKH UB receives a report of suspected Sexual Violence and/or Bullying.

3. Services are provided FREE of charge.
